Yes, the avatar can be changed by the admin or the group members.
To change an avatar:-
For Android:
1. Tap on the Chat menu icon 
on top right side corner.
2. Choose the group conversation that you want change its name.
3. Tap on the settings 
menu button on the top right corner.
4. Tap on Group Chat Info.
5. Tap on group avatar and Upload a photo by Capture or From Gallery.
6. Click Done.
For IOS:
1. Tap on the Chat menu icon on top right side corner.
2. Choose the group conversation that you want change its name.
3. Tap on the settings menu button on the top right corner.
4. Tap on Group Chat Info.
5. Tap on group avatar and Upload a photo by Capture or From Gallery.
6. Click Done.
